Good September to everyone.  Yes, CDRC is sorry to say that summer is almost over, but the good thing is that all of the kiddies have to go back to school and learn.  In this edition we will be updating you on MFP, CDRC’s grant proposal and more.

 

 

 

Money Follows the Person Update

 

When the stakeholder group met Sept 2, we continued our discussion about how we think the state should spend its Developmental Disabilities MFP Demonstration “savings” to continue rebalancing long term services. The savings comes from the 25% “enhanced match” money that the federal government gives to Maryland for the first year after a person transitions from a facility, like Rosewood or a nursing facility. This new federal money has to be used to change the long term services system, to rebalance toward community first initiatives.

 The Transition Center Request For Proposal (RFP) was posted on 8/8/08 . The Department held a pre-bid conference on 8/18/08 . Representatives from the Coordinating Center , Support Network, Public Partnerships attended.  The peer outreach Request For Proposal (RFP) went to Department of Budget and Management (DBM) and the Department is waiting for their response.

 The peer supports RFP is still in the writing/editing process.

 This is an update for individuals who are transitioning from institutional settings to the community under Money Follows the Person.

26 transitioned to the LAH waiver

15 transitioned to the OAW, 5 into small Assisted Living Facilities.  (ALFs)

20 transitioned to DDA services

1 transitioned with State Plan only services

 

 Living At Home Waiver Update

 The next Living At Home Waiver Committee  (LAHWC) meeting is September 18th.  Some of the program and service changes that the state will be recommending include recommendations from the MFP Behavioral Health Workgroup which adjourned August 19th  after seven moths of meetings. Some of those recommendations were presented to MFP September 2nd. .
Here’s
a few recommended changes to the LAHW to support people with psychiatric or behavioral health disabilities, like people with TBI or others,so far:

1.        Make the LAHW an aggregate cost neutral, like the DD waivers, instead of        cost neutrality based on the formula cost cap per person.

2.        Add Behavioral Consultation services

3.        Possible creation of a 3 person residential/supportive housing option (kind of like an Assistive Living Unit (ALU) which is small but still a congregate setting)

4.        Behavioral health/positive behavior supports training for Personal Attendants (PA)

5.        Enhanced PA rate for specialized behavioral health training, so that people with special skills and training can be paid more

6.        Add in-home respite care (this will be explained because in the LAHW, respite care is really just a realignment of the hours and staff.)

7.        Enhance access to assistive technology as a waiver service (especially for LAHW participants with TBI or similar cognitive disability)

8.        Enhance unpaid caregiver training and support

9.        Develop a specific service for short-term intensive support (increased specialized staff hours, for example)

10.     Ongoing peer to peer supports as a waiver service after the MFP peer supports contract expires, if successful.

Voters Forum + MDLC plan input

 Feel the power of the disability vote! The Maryland Disability Law Center (MDLC) will be hosting 4 Presidential Election Voter Forums around the state of Maryland during September and October.  You will be able to register to vote, test voting machines, find out what the democratic and republican campaigns are saying about important disabilities issues and much more.  MDLC will also use this time to hear from you about what you feel should be their priority work for the next few years. CDRC Continuation Proposal

CDRC received some good news from the Committee last week that will make all of us happy.  The Developmental Disabilities Council (DD Council, our funders) has approved CDRC to be funded for a 7th year. This means CDRC will be able to keep working on issues that are important to the disability community such as de-institutionalization, (getting folks out of nursing facilities and State Residential Centers), ending the institutional funding bias in Maryland , disability related policy, and everything else we do.   

Developmental Disabilities Administration (DDA) Strategic Plan

DDA is seeking input from self-advocates, caregivers, providers, Resource Coordinators, and other stakeholders during the development of the DDA strategic plan.  If you are interested in giving your input, space is limited please RSPV by September 15th to 410-767-5997 .  Enclosed is a flyer with the times and dates in your area.

 

Rosewood Closure Party

Just a reminder, CDRC, People On the Go, and Maryland Disability Law Center are hosting a “CLOSE ROSEWOOD PARTY”.  We are CELEBRATING the closure of Rosewood.  Mingle with former residents, advocates, and legislators while enjoying hors d’oeuvres and listening to great music.
